Progress at Skilled Trades Ontario

Since its establishment in January 2022, the progress at Skilled Trades Ontario (STO) has been notably gradual. However, under the leadership of the newly appointed Registrar and CEO, Candice White, who assumed her role on November 25, 2024, there are indications of significant advancements.

Effective April 2, Skilled Trades Ontario will assume the following administrative responsibilities, which have traditionally been managed by the Ministry:

  1. Registration of Apprenticeship Training Agreements: Skilled Trades Ontario will be responsible for registering apprenticeship training agreements and authorizing sponsors.
  2. Administration of Certifying Exams: The organization will oversee the administration of certifying examinations through Prometric Canada Testing Services, a recognized third-party exam provider.
  3. Issuance of Certificates of Apprenticeship: Upon successful completion of programs, STO will issue Certificates of Apprenticeship.

Service Delivery Model:

  • Centralized Services: Skilled Trades Ontario will manage all client service functions centrally, including apprentice registration and program completion. This approach aims to enhance efficiency and consistency for both apprentices and sponsors.
  • Certifying Exams: The administration of exams will be conducted by Prometric Canada Testing Services, with scheduling centralized and examinations held at approved regional test centers and designated off-site locations.

Responsibilities Retained by the Ministry of Labour, Immigration, Training and Skills Development:

  • Administration of the Ontario Youth Apprenticeship Program (OYAP) and the Pre-Apprenticeship Training Program.
  • Oversight of in-school training and funding for training delivery partners.
  • Financial administration for apprenticeship-related grants and support programs.
